Most nuclear plants still rely on paper as the medium
for recording plant configuration and the processes and procedures for its operation.
Locating, copying and distributing paper documents is an expensive overhead cost. It also
takes time that could mean delay in carrying out works on the plant.
This could introduce consequent risk of
delayed or lost production. It is essential to take all possible steps to prevent
incorrect actions being taken because of inadequate or inaccurate data. The processes
for change to plant records or operating procedures can be slow, cumbersome and almost
impossible to track if they require the routing of paper. When asked to approve a change,
workers must take account of related information, but if it is difficult or impossible to
find, the change process can be delayed.

| Over 90% of information about a plant is contained in documents,
including its "as-built" configuration, operation and maintenance records, and
the procedures for response to emergencies. If this information is not immediately
available when needed and is not up to date or accurate, then it becomes more difficult to
operate the plant efficiently. If routine maintenance or repairs are delayed whilst
personnel seek or await information, then there is an increased risk of loss of
production. The lack of accurate information could lead to accidents that, for example,
might cause damage to plant or personnel. The Nuclear Industry is striving hard to achieve
and maintain World Class performance in its operations and any safety and environmental
issues. This depends on the availability of the right information, to the right people, at
the right time, to enable them to make the right decision. The availability of accurate
information is not assured unless an effective system for managing documents is in place. |
